The following Terms of Competition, together with any amendments published by the SGA Tournament Sub-Committee will apply to the SGA Inter Club League. It is the responsibility of each competitor to ensure that he/she has read and complied with these Terms of Competition.
1. GENERAL
a. The 2019 SGA Inter-Club League (ICL) is a round-robin match play event without handicap allowances that is open to all SGA Ordinary Members (Local Golf Clubs listed as Members of SGA).
b. The ICL shall be played in accordance with the Rules of Golf published by The R&A and the Local Rules of SGA Ordinary Members hosting the matches.
c. Each Ordinary Member may field a Team comprising 30 players with 4 players in the “Premier” Division, 6 players each in the “A”, “B”, “Senior” Divisions and 8 players in the “Ladies” Division. The “Premier” Division is the highest and “B” Division the lowest.
d. The classification of the Divisions are as follows:

2. ELIGIBILITY
a. Players must be a member of one of the 10 Golf Clubs (SGA Ordinary Members) that they are representing. Players may represent only one Club in the whole season of the league.
b. They must conform in all respects to the Rules of Amateur Status as laid down by the R&A and possess a valid USGA Handicap Index within the stipulated range in their respective Divisions. A player whose Handicap Index has Excessive Penalty Scores will not be eligible to participate.
c. A player’s eligibility to play in the various Divisions will be based on the lowest Handicap Index that a player has held in the last twelve months of 2018, that is, January to December. The SGA CHS will be available for reference and the lowest Handicap Index held must be taken from the 1 Feb 18 to the 1 Jan 19 revision dates.
d. Players without the requisite twelve months Handicap Index records are only eligible to be fielded in the “Premier”, “Senior” and Ladies Divisions.
e. New members of SGA Ordinary Members’ Club whose handicap scoring records are not shown in the SGA CHS as at 1 Jan 19 may be fielded to represent the respective club. However, they may only be fielded in the “Premier”, “Senior” and “Ladies” Divisions.
f. SGA Ordinary Members’ Club may field players in a higher Division than the Division that they are eligible to play in. Once a player has played a match in any one Division, the player must remain in that same Division throughout the entire season. The player cannot subsequently be fielded to play in any other Division.
g. Players whose Handicap Index has been adjusted during the duration of the ICL may continue to play in the same Division that they started with.
h. A player who breaches any eligibility criteria will be disqualified.
i. For 2019, any player who has played in higher Division in 2018, eg “A” Division, will not be eligible to play in the lower “B” Division even though his HI may have moved to the lower Division. However, if a player is fielded in a higher division but his handicap index during the previous season (2018) is for a lower division and he is fielded just to complete the team’s division, the player will be exempted in this clause. Golf clubs are encouraged to submit the names of these players to SGA for recording purposes.
j. The penalty for Teams that field such player will be loss of the match.
k. The penalty for Teams that field players with Excessive Penalty Scores will be loss of the match.
3. SUBMISSION OF PLAYERS’ NAMES
a. Clubs are to submit to SGA a long list of all their league players a week before the start of ICL 2019 season. Clubs are allowed to include new names in the long list from time-to-time provided that they inform SGA of the change immediately. The long list will serve as SGA database of league players.
b. Team Captains or a representative of the team shall submit the names of their players on the prescribed form to the Tournament Director, not later than two hours before the commencement of the first match for Legs played in the afternoon.
c. If a Leg is played in the morning, the names must be submitted by 4 pm the day before. If due to medical reasons or other compassionate grounds, a player may be substituted no later than 30 minutes before the first match morning tee off time.
d. Team Captains may, if they wish, submit these names to the Tournament Director up to one week before the date of the Leg. Names so submitted may be changed so long as the requirements in 3a & b are met.
e. The names that have been submitted must be kept confidential by the host and may be revealed only 2 hours before the start of the first match.
4. REPORTING TIME
a. Players shall report to the starter at least 10 minutes before their tee-off time.
5. FORMAT OF PLAY
a. The ICL will be a round robin match play without handicap allowances. It shall consist of the number of Legs required for each Team to play against each other and shall all be played at a neutral course.
b. There will be a total of fifteen (15) matches to be played in each Leg. Each of the 15 matches is played in Four-ball match play, over a round of 18 holes. However, a round may be reduced to 9 holes due to inclement weather (see clause 10). Any match that is tied after a round is deemed as a draw.
c. Each Team will field 30 players according to the following breakdown:

Note: Ladies Division may field a maximum of 3 players aged 21 and under, and must field a minimum of 2 players aged 50 or older. There is no restriction on the composition of each pair.
d. One-point (1) will be awarded to the winner of a match and zero (0) point to the loser. If a match ends in a draw, both sides will get half (½) point each. The winner of a Leg shall be the team that has amassed a total of 8 points or more.
e. The winner of a Leg will get three (3) points and the loser zero (0) points. If a Leg ends in a draw, both teams will get one (1) point each.
f. The Overall Champion will be the team that has the highest total points amassed from the total number of wins from the 9 Legs.
g. The Division Champions will be determined by the total points achieved in the various Divisions from the matches in the 9 Legs. The teams with the most points shall be declared the respective Division Champions.
6. DECISION OF TIES
Overall Champion
In the event of tie/ties for the Overall Champion and/or any overall position, the winner shall be the team that has the most number of points (cumulative raw score) amassed from the matches in the 9 Legs. If a tie still arises, the winner shall be the team that won the Leg played between the tying teams. If the tie is not broken, the results of the final leg (based on points won) will be used and the winner shall be the team that won the most points. If still a tie, the subsequent legs will be used in a backward order from the final till first leg.
Division Champions
In the event of tie/ties for the Division Champions and or any division positions, the winner shall be the team that has won the most Legs. If a tie still arises, the winner shall be the team that won the Leg played between the tying teams. If the tie is not broken, the results of the Overall scores will be used and the winner shall be the team that is ranked higher based on the count back system to determine the overall ranking.
7. CUT-OFF TIME FOR COMPLETION OF MATCHES.
a. Legs held in the Morning (1st match to tee-off before 7.30am):
i. Cut-off time for matches to be completed is 2:30 pm;
b. Legs held in the Afternoon:
i. Cut-off time for matches to be completed is 7:00 pm.
c. Players must stop play upon hearing the 2:30pm / 7:00pm siren respectively. Incomplete matches will be treated as halved and the results of completed matches shall stand.
8. REPORTING OF MATCH RESULTS
a. There will be no requirement to submit hole-by-hole scores or total adjusted scores into the SGA CHS. Rounds played during the ICL will not be recorded.
b. Players will be required to formally report their concluded match results to the Tournament Director or appointed host club official. All matches must be reported, signed and acknowledged by both teams on the official results sheet upon conclusion of the match.
9. TIME OF STARTING
a. Players shall start at the time and in the order indicated in the draw. This will be decided upon submission of the team members by the Team Captain as provided in paragraph 2 of the Administrative Instructions.
b. In the event that the match pairing of a team is not submitted to the Tournament Director (TD) on time the team shall be disqualified for the match.
c. In the event that both teams have not submitted the match pairings on time, the TD shall consider the team matches halved. No substitution of players and changes of starting times shall be permitted once the draw has been made.
10. STOPPING PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)
a. When play is suspended by the TD for a dangerous situation, players must discontinue play immediately and not resume play until the TD has ordered a resumption of play. If a player fails to discontinue play immediately, he is disqualified. Exception – There is no breach of this Rule and no penalty if the Committee decides that circumstances justified the player’s failure to stop play when required to do so.
11. INCLEMENT WEATHER
a. The Tournament Director’s determination of the playability of the course due to inclement weather and the decision taken to terminate or resume play for the day is final.
b. Round Robin
i. In the event that inclement weather does not permit the completion of all the 18-hole matches, the results of completed matches will stand and incomplete matches will be treated as halved.
ii. If the weather prevents the teeing-off of the 1st match of the Leg till 3pm or later, for that Leg, all matches shall be played as 9-hole matches. For the morning Leg, the applicable time is 10.30am or later.
iii. After the 1st match has teed-off and the inclement weather prevents it from completing nine holes by 4pm, if play is resumed, all matches shall be played as 9-hole matches. For the morning Leg, the applicable time is 11.30am.
iv. The results of the completed results will stand, and incomplete matches will be treated as halved for ii. and iii. above.
12. CADDIES/BUGGIES
a. No caddies are allowed.
b. All players must use the buggies that are provided.
13. LOCAL RULES
a. The Hard Card – Local Rules for the SGA ICL will apply. *The set of local rules shall supersede those that are printed on the back of the scorecards. Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty (loss of hole in match play)
14. TOURNAMENT REFEREE
a. The tournament referee’s decision on all matters pertaining to the Rules of Golf is final.
b. Any claim must be made by the Team Captain to the Tournament Director before the Leg result is signed off. The decision of the Tournament Director, once posted, is final and binding on all parties.
c. If a side in a match is disqualified under the Rules of Golf, the disqualification applies only to the specific side in the match and not to the whole team in the respective Division.
15. INSURANCE
a. All players are required to have appropriate golfing insurance.
b. SGA will not be liable to any accidents that players/teams may get involved in. SGA will not be liable for any accident to the players during the competition.
16. PRIZES
a. Overall Champion
i. Champion – Challenge Shield and individual trophies
ii. 1st Runner-Up – Silver medals
iii. 2nd Runner-Up – Bronze medals
b. Overall Division Champions ( “Premier”, “A”, “B”, “Senior”)
i. Winner – Challenge Trophy and Gold medals
ii. Runner-Up – Silver medals
c. “Ladies” Division
i. Winner – Challenge Trophy and Gold medals
ii. Runner-Up – Silver medals
17. AMENDMENTS TO CONDITIONS
a. The SGA Tournament Sub-Committee reserves the right to amend the terms of competition.

The following Local Rules, together with any additions or amendments published by the Singapore Golf Association (SGA) at the golf course, will apply to the 2019 SGA ICL series. The Terms of Competition as published, will apply throughout the series.
For the full text of any Local Rule referenced below, please refer to the Official Guide to the Rules of Golf effective January 2019.
This set of local rules shall supersede those that are printed on the back of the scorecards.
Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty (loss of hole in match play or two penalty strokes in stroke play).
1. Out of Bounds (Rule 18.2)
a. A ball is out of bounds when it is beyond any wall defining a boundary
b. Internal out of bounds are not in play.
2. Penalty Areas (Rule 17)
a. When a penalty area adjoins a boundary, the penalty area edge extends to and coincides with the boundary.
b. When a player’s ball is found in or it is known or virtually certain to have come to rest in any penalty area where the ball last crossed the edge of the penalty area at a point that coincides with the boundary of the course, opposite side relief is available under Model Local Rule B-2.1.
Dropping Zones for Penalty Areas
Where a dropping zone is marked for a penalty area, it is an additional option for relief under penalty of one stroke. The dropping zone is a relief area. A ball must be dropped in and come to rest in the relief area.
3. Abnormal Course Conditions (including Immovable Obstructions) (Rule 16)
a. Ground Under Repair
i Any area bounded by a white line, including spectator crossing points where marked.
ii Any area of damaged ground (e.g. caused by crowd or vehicle movement) that is considered by a referee to be abnormal.
iii Grass covered cable trenches.
iv French drains (stone-filled drainage ditches).
v Seams of cut turf; Model Local Rule F-7 is in effect.
vi Yardage painted lines or dots on the putting green or in a part of the general area cut to fairway height or less are to be treated as ground under repair from which relief is available under Rule 16.1. Interference does not exist if yardage painted lines or dots only interfere with the player’s stance.
b. Immovable Obstructions
i White lined areas and the immovable obstruction they tie into are treated as a single abnormal course condition.
ii Landscaped garden areas and everything growing in them that are surrounded by an immovable obstruction are treated as a single abnormal course condition.
iii Mats that are secured and all ramps covering cables.
iv Roads or paths surfaced with woodchip or mulch. Individual pieces of woodchip are loose impediments.
c. Embedded Ball
Rule 16.3 is modified in this way: No free relief is allowed for a ball embedded in the stacked turf face above a bunker.
4. Integral Objects
The following are integral objects from which free relief is not allowed:
a. Bunker liners in their intended position.
b. Wires, cables, wrappings or other objects where they are closely attached to trees or other permanent objects.
c. Artificial retaining walls and pilings when located in penalty areas.
5. Clubs and Balls
a. List of Conforming Driver Heads: Model Local Rule G-1 is in effect.
Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
b. Groove and Punch Mark Local Rule G-2 is in effect.
Penalty for making a stroke with a club in breach of Local Rule: Disqualification.
c. List of Conforming Golf Balls: Model Local Rule G-3 is in effect.
Penalty for breach of the Local Rule Disqualification.

6. Pace of Play (Rule 5.6)
Each hole has been given a maximum completion time based upon the length and difficulty of the hole. The maximum time allotted for the completion of 18 holes will be available prior to play from the Championship Office. Please ensure you obtain a copy of the Pace of Play Policy and read it carefully before playing. The Pace of Play Policy will be strictly enforced.
PENALTY FOR BREACH OF POLICY:
7. Suspension of Play (Rule 5.7)
The club’s siren will be used to suspend and resume play. All competitors are to follow the siren accordingly.
Note: When play is stopped for imminent danger, all practice areas will be immediately closed.
8. Practice (Rule 5.2)
a. In match play, Rule 5.2a is modified in this way: A player must not practise on the competition course before or between rounds.
Exception: All recognised practice areas within the bounds of the course may be used by players for practice on any day of the competition.

a. These administrative instructions do not form part of the Conditions of Competitions. They are given to facilitate the administration of the tournament.

3. ORDER OF PLAY
a. The order of the play for the 1st Leg shall be played according to this order “Premier”, “Senior”, “A”, “B” and “Ladies” Divisions. Thereafter, the order of play for subsequent Legs shall be rotated and the sequence will be pre-determined and given to all Ordinary Members. It is also available on the SGA website.
b. Double barrel starts will be used with matches teeing off simultaneously on both nines.
Note: CGC will do a single tee-start.
c. Players must stop playing once the outcome of the match has been determined.
4. REPORTING TIME
a. Players shall report to the starter at least 10 minutes before their tee-off time to facilitate administration.
5. SUBMISSION OF SCORES FOR HANDICAP PURPOSES
a. There will be no requirement to submit hole-by-hole scores or total adjusted scores into the SGA CHS.
b. Rounds played during the ICL will not be recorded.
6. DUTIES OF ORDINARY MEMBERS HOSTING ICL
Ordinary Members hosting ICL matches shall:
a. Nominate a Tournament Director;
b. If one of the hosting club’s staffs is a qualified SGA referee, the club may nominate him/her to SGA to be appointed as the official SGA Referee for the match;
c. Determine Pace of Play timing with the maximum time allowed for the round including hole by hole allotted time for distribution to all players;
d. Obtain the names of players from participating Ordinary Members;
e. Provide range balls to players for warm-up;
f. Provide a buggy to the non-playing Team Captain plus 3 extra buggies. Participating teams must ensure to strictly abide to the hosting club’s rules and regulations and the proper use of the buggies;
g. Collect the match results from players returning after their game and record it on the official results sheet.
h. Ensure that both team captains of the opposing teams sign and acknowledge the results recorded on the official results sheet.
i. Collate and send the results according to the prescribed form to SGA, Hon Sec SLGA and all Ordinary Members on completion of each Leg.
j. Arrange F&B as follows:
i. Provide 2 bottled water per player every match.
ii. Provide a S$20.00 coupon for each player for the after game reception. This coupon may be used individually or collectively by players to pay for the meal. This cost will be shared by SGA and the Hosting Club.
k. Invoice SGA for a total of $2400.00 plus GST ($10 x 60 players x 4 Legs) for clubs hosting 4 legs and $3000.00 plus GST ($10 x 60 players x 5 Legs) for clubs hosting 5 legs.
7. SINGAPORE GOLF ASSOCIATION
SGA will:
a. Appoint SGA Referees for the matches per leg.
b. Approve and appoint the nominated staff of the hosting club to officiate the match as per item6b.
c. Collate all results received from all hosting Ordinary Members and update all Ordinary Members on final results after each Leg.
d. Present trophies and medals to the winners as outlined in paragraph 18 of the ToC. The number of trophies and medals to be awarded will be as follows:
i. Overall Champion
1) Champion – 40 trophies (30 players + 10 reserves).
2) 1st RU – 40 silver medals (30 players + 10 reserves).
3) 2nd RU – 40 bronze medals (30 players + 10 reserves).
ii. Division Champions
1) Premier
A. Winner – 6 gold medals (4 players + 2 reserves)
B. RU – 6 silver medals (4 players + 2 reserves)
2) “A”, “B”, “Senior”
A. Winner – 9 gold medals (6 players + 3 reserves)
B. RU – 9 silver medals (6 players + 3 reserves)
3) “Ladies”
A. Winner – 12 gold medals (8 players + 4 reserve)
B. RU – 12 silver medals (8 players + 4 reserve)
Note: Additional trophies/medals can be ordered at the expense of individual Ordinary Members. The Ordinary members may order the additional trophies/medals directly from the supplier. Contact details will be provided by SGA.
e. Organize a dinner cum prize giving ceremony after full completion of the ICL. Ordinary Members will be charged $650 nett (amount to be confirmed) per table of 10 persons each. Each Ordinary Member take up at least one table. There is no limit on the maximum that an Ordinary Member can take.
